http://www.talkphotography.co.uk/ is a UK based forum and is quite active.
POTN is very good if you're a Canon user. Nikonians is a similar thing for Nikons.
It's also worth checking out the DPReview forums and the Fred Miranda forums. I think that just about covers most of the big ones.

I've been known to pop up in the Transportation forum on photozo once in a while.

I visit Photography on the Net which is a Canon based site (as there's a bias on the hardware side), but there's lots of very knowledgeable people there and excellent 'subject' forums for ideas/inspiration and technical help.
