AMD 780G or P35+ATI HD 3450/3650 :D

I wouldn't touch Intels integrated - no VC-1 acceleration ASFAIK and zip all gaming performance (compared to 780G).

CPU wise I would go for a Athlon 64 X2 5000+ Black Edition (65nm, multiplier unlocked) - at least until the new energy efficient one is released or Intel E2xxx series (plus a mild overclock)

As for the HDMI question, I don't know!

780G as it will decode in hardware and if you find the 2400Pro lacking, you can always add another cheap ATI card and have hybrid crossfire...

I think AMD designed the 70G with HTPC use in mind...

To answer your question about the sound formats, nothing yet outputs (pc based I mean) the new formats. The HDMI out is just SPDIF over HDMI, so limited to 1500kb/s in bandwidth. Far below the bitrate of the new sound formats.

as ubernoob said, there's nothing around right now that can output LPCM (uncompressed pcm) or the bitstream HD audio formats (Dolby TrueHD / DTS: Master audio) form a pc source. all you'll get is spdif quality as that is really all they are doing atm - hooking up the spdif output from a sound device and passing it through the hdmi output.
