Static from front headphone port

I was just wondering why whenever I stick earphones/headphones into the front jack of my computer I get some static noise. Its constant and low and changes according to when i use my mouse or something happens on my computer. Im probably being nit picky but it does annoy me to a certain extent. The motherboard im using is the Asus M2N32-SLI Deluxe and its the onboard sound card im using.

My question is is this normal? Is there anyway to get rid of or reduce the noise? Could buying a seperate quality sound card help?

The inside of a PC is electronically very noisy. If you are hearing noises when you move your mouse or when your fans or hard disks are spinning up you probably would find a dedicated soundcard would improve things. You don't really need to spend a lot.
