How very strange indeed.
It's a very small refrigerant filled loop of radiator/fan and cooling block.
No pump as such, the coolant shifts the heat without requiring one, probably some unusual effect being abused to do so. Under the name of a "bubble pump".
Coolant vaporising at the block being harnessed to drive the fluid round the loop and radiator?
Anyway it's not a hardcore cooling solution, intended for under 90w TDP but definitely interesting. More so than yet another tower cooler that looks uncannily like the last one.
