Okay I have a little problem with a friends PC. He wants to use Open DNS to filter the kids from going on any bad sites. So fine put the DNS address into the kids account but that also changed the DNS details on his account?

His account is Xp Admin account
Kids account is XP Standard user

Can XP have different dns settings for local users?

Changes to the TCP/IP settings are made system wide, not at the user level and opendns uses the (in most cases) single public IP address for it's settings.

He could use something like "netsetman" on his account and have 2 profiles setup, one for him and one for his daughter. Use Opendns on his daughters and then his ISPs / whoever on his. Then just switch when needed.

Or he could create a batch file to run at start up and sets the DNS servers....
