Hahahah, I love it! It's been doing the rounds as a flash/mobile game but this is the first I've heard of it. Out today on XBLA. At first I thought "is that it?" but I see there is some depth to the gameplay - trying to get the tower blocks exactly on top of each other, building the right towers in the right locations to maximise the population, etc. All in all very engrossing.
