When companies accept PayPal as payment...does it work differently for businesses, or do PayPal still only release the funds once buyer has confirmed delivery or delivery has been proven?

Yea I was wondering that and also are there reduced fees for businesses for using paypal or are OCUK taking a little hit on the cost side to bring the convenience? (eg paypal vs cost of Debit/Credit transactions)
