My mate has purchased a system with the following specs:

Intel Core i7 2600K Processor
8GB Corsair Vengeance DDR3 Dual Channel Memory Kit
******** PowerStation Gaming 600W silent Modular PSU
Asus P8P67 Pro Intel P67 (Socket 1155) Motherboard

He is after a new card for around £130, any help would be appreciated
as I have not kept up to date since I got my ATI 5850 a year ago.

PSU specs said:
AC Input 100-240V ~ 10A 50/60Hz
DC Output +3.3V +5V +12V1 +12V2 -12V +5Vsb
Max Load 25A 25A 25A 25A 0.3A 2.5A
Max Combined Wattage 150W 504W 3.6W 12.5W
Total Power 600W

500w on the 12v rail, not too bad.

However, according to XFX, a 5830 requires a minimum of 550w. I personally wouldn't risk it

What will your friend be using his computer for? and what resolution is his monitor?

Personally, I would get a new PSU first before anything else.

getting that would be a risk IMO.

Also worth considering:

It goes overbudget by £20 but I can confidently say that it's the best long term option by far. Anyone feel free to correct me if i'm wrong, but that PSU in OP probably isn't enough to support a 5830 safely
