dell poweredge 2650 does not power up

i purchased a dell poweredge from ebay.
while i was sorting out a 'faulty' hot swap psu the server ran fine. but i only powered it up into the bios and powered it off by pulling the plug...

When i sorted the second hot swap PSU i booted into a LFS (linux From Scratch) live CD to checkout the hardware and i shut the server down properly.

Since then, it won't power up...
I press the power button and nothing happens...
All lights on the mainboard are green.

I did note while it was booted into LFS that the front USB, PS/2 and VGA ports wern't working...
i've replaced the LCD board that has the power switch on, so it's not that that is the problem...

Does anyone have any ideas? anyone know the pinout of that ribbon cable that runs to the LCD board perhaps i can wire up a normal switch for diagnostics...

However, i don't think it's the LCD board that has the switch on...

I've just noticed the LEDs that are on the motherboard that light up green for the fans etc... are also slowly flashing a very dim orange...

remove and replace all the cables, cpu's, fans etc. and see if it boots again. Sounds like a psu issue still...or at least a power issue to mobo
