Are they replacing the reed insulation again?

We wanted to remove that in our 1937 built house but were warned that it offers fire protection and should never be removed.
It also offers heat insulation.

I hope so as:

a) it'll keep the heat in the room
b) it'll attenuate the noise from from both floors - though it's only a bedroom upstairs.

On the plus side I found an old wasps nest near the window, so I'll be sure to get that removed.
