...is there an app that I can install which can access / browse files on my PC?

I use teamviewer (the free version). It allows me to just log on to my desktop and browse as if I was at the desk.

ES File Explorer

You can control your whole PC with these:

Splashtop HD
Teamviewer
Remote Desktop

Remember if you're using purely a file exploring program like ES File Explorer you have to shaer the folders on your PC that you want the phone to have access too.

And if you want it the other way round then AirDroid is pretty awesome!

kind of. You can access phone files, send messages, view contacts, etc... but it doesnt integrate with installed apps. Worth a check though
