I am running an ICS rom on my Desire, my sd card is full of unwanted crap.
Can I format it and start a fresh?

Go into recovery and you should be able to format it in there.

Been looking at doing this on mine, but I have one question!...
What happens if you have a load of Apps that have been 'moved' to the SD card or Apps that save data to the SD card??...
Will all that be lost/broken and have to be fixed manually!?!????...

I think that really depends on how each app is coded.. some apps will realise there's no data and act accordingly, others will expect data and just crash.
Bottom line is if you're going to format the SD card then some apps will be fine and just reset as though you've just installed them, others will crash and you'll have to reinstall.
