check pins on vga leads and monitor, unplug from power and see if any wiggle aka loose, seen one when a pin was loose and gets warm in use caused error, changed lead and it worked fine.

if not onboard chip might have blown / or getting too hot, try and see if it's got any powered round it, or cracks in it, you can always get a chip cooler and see if that helps, might keep temps down etc but no way to repair it unless you want to get solder gun out and have a replacement, which i cant see working or happening tbh

heat or dust, the killer of many a Shuttle board maybe.

but as you have tried onboard and a card, it sounds like it maybe isn't the vga at all, and just could be cable or monitor itself, easy way is use another for any length of time and see if you get same error if you can borrow one or have a spare that is.
