Which CPU

Hi all,
I'm thinking about building a new system but it's been a fair few years since my last rig.

What cpu would offer the best performance, the computer will be used for a bit of gaming (bf4) and also looking to used it for programming mainly python (numpy), parallel processing etc

Budget.
Tower only or just CPU/Mobo/RAM?

Just looking at CPU ideas, I guess budget for just the CPU no more than £700-£800

That's a massive premium over buying the parts individually! Not sure if the £200 (approx) premium is worth it?
