Please explain this speedtest

The main reason that happened is compression which is happening on the VPN side before being sent to you. If you tried downloading something that was already compressed you would see something closer to your real speed. Speedtest.net is known for using compressible data thus being unreliable on VPN speedtests :)

Well wierd,who are your ISP and vpn providers?

Do you get those snapshots only at a certain time of day or at all times?

I got a VPN service last night and experienced the same thing. Without VPN I get about 21 down and with the VPN I get 65 down.

Granted with the VPN streaming does not work nearly as well, so I figured something was up. Having read up on it I believe it is as Danny says.
