Front entrance paving question

Hi all. Looking for a bit of advice on this. Just moved into a new build so getting the snags sorted. On my snagging report the inspector mentioned that

"The blockwork paving to the front entrance door should be silver standard in order to seal the blocks in the same way as the driveway to the garage has been undertaken."

Now when I went round with the builder, he couldn't understand this comment as there is concrete block down the side of the paving, so it actually is silver standard. However, after a few days I noticed all the other houses the concrete block goes up to the house and doesn't have a gap like mine. I mentioned this and the paving guy said he can do it but the drain there (the black horizontal bit), won't work and all the other houses are wrong. Who's right here, is he trying to avoid a job?
