Monitor for pure console gaming

If you're console gaming on a monitor, I'm assuming you don't mind having something around the 24 inch size? And as it's a console, there probably isn't much benefit going above 1080p. If so, the Dell U2414H looks like a great all rounder for the money:

"No ghosting" would require something that supports black frame insertion. You're most likely looking at Sony's W-series TVs (7xx and up, I believe) or the Eizo FG2421, but I'm not 100% sure if the blur-busting mode on that works over HDMI or non-4:4:4 signals. It does have very deep blacks and great colour reproduction vs. TN panels (as would the Sony TVs).

I have a KDL50W829 which uses Motionflow Impulse which looks outstanding in 60FPS games, at the expense of brightness. The brightness hit is big, so make sure you're playing in a fairly light controlled environment. BFI also introduces some artefacting at sub-60HZ refresh rates, so 30FPS games might look a bit odd in motion while using that mode.

Frankly, the consoles will have difficulty achieving this because most monitors offering ULMB are Nvidia Gsync monitors that require Nvidia hardware, or input signals of at least 100hz (which neither console supports). If you're looking for blur-free gaming, PC is where you need to be.
