Looks to me like MSI Afterburner (good call Halfmad).
MadHatter - simply download MSI Afterburner, go to the Settings, then the Monitoring tab. Specify which readings you want in the On Screen Display (OSD), then go the OSD tab and set a keyboard shortcut to show/hide it. Now, make sure the software's running and then play your game, press the keyboard shortcut you set and it should appear.
You don't need an MSI graphics card to run Afterburner. Other programs can show this kind of display (NZXT CAM does, and I'm pretty sure Sapphire's TRIXX does too) but Afterburner is generally the most used (and arguably the best but others may disagree).
