Realistically like so many things on gov.com or change.org it is a complete waste of time, made by a person, circulated on social media, and does affect anything or anyone.
This is the problem with vote for change and such things, it won't make any odds, as people concentrate on those things which mean nothing.

The man clearly did a fantastic amount of very quiet charity, I have loved hearing all the various things being stated over the past week, it gives a very nice notion of the man. Giving him an honour after he is dead does not.
If anything it lessens him, he gets associated with all the dross who are getting them, and equally those deserving.
Let the memory be the man who gave loads silently, and did loads for people. Rather than someone given a special badge after he died.

Wouldn't be surprised, it's true that he had been in and out of A&E recently according to interviews with his boyfriend and it was never mentioned what that was for if I remember correctly.
