Hi, I'm thinking if I will just upgrade my existing pc or buy a new one.

Hello, that would depend on your cutrent pc, list the spec and can go from there

My current spec is:
OS - windows 8.1
cpu - i5 3rd generation
4gb ram 500 SATA HDD
NVIDIA GeForce GT620 Graphic

I want to upgrade the ram to 8GB and GPU.

Welcome. For games, that 3rd gen i5 should hold up for a while longer. Provided your PSU is reasonable, bump up the GPU and RAM. Moving to an SSD would improve loading times, too. For a complete overhaul, you may wish to wait until Intel's answer to Ryzen and AMD's improvements to said architecture to come. Also see General Hardware for a 'spec me' thread, if you want.
