Need Assistance w/ P-State OC'ing (Ryzen + Taichi)

So I've had no issue getting up to 4.0 by just adjusting the clock and voltage however I'm not looking for the CPU to be at full load at all times so I was hoping to get help with the p-state OC alternative.

I watched Tech City's video (https://www.youtube.com/watch?v=52Tw-wcT7o4&t=773s) and had it set up exactly as he did but unfortunately there was no OC at all when I booted and it just ran stock @ 3.0.

I'm aiming for a 3.8 OC and a 2.2 down-clock when idle or under minimal load. I would imagine the voltage would be adjusted accordingly with the clock as the VCORE Voltage is set to 'Auto'.

Any help is appreciated, new to this. Thanks!
