New build failing to boot up

Hey guys,

My bro has just bought some new PC parts (Mobo, ram, cpu, cooler) and I've just put them together for him and it's failing to boot and gets stuck in a boot loop.

Parts are:
Intel i7-7740X
Gigabyte X299 UD4
Team Group Pro Dark DDR4 3200mhz 2x8GB
Corsair H105 CPU Cooler

I put everything together and as I said it failed to boot. I took everything out apart from CPU and it still fails.

When we first turn it on the CPU and RAM onboard LED lights are on then the CPU light and RAM light flash 7 times before the RAM light remains on.

I think the lights mean a CPU interruption error but I have no idea what that means. I've took the CPU out and checked the pins, all look fine, no dust or anything in there, none of them bent. Underside of the CPU is clear too.

Any ideas what may cause this? I've got no spare parts to try either so if somethings dead I can't really find out. :(
