Advice please

I built a PC/server a long time ago and don't access it very often.
I have just been using it and cleaned the dust out then decided to check the component temperatures.
I found the CPU temperature to be about melting point. I quickly checked all the cooling fans then shut it down. The CPU is cooled by a "Zalman CNPS20LQ Liquid cooler" The fan is running but the air flow is cold - so I assume the coolant is either no longer present or has seized up.

I need to replace it but there are too many units in the shop list for my aged addled brain to be able to decide on. Plus looking through reviews on Amazon and Google leaves me despondent :(

My system is:
A big custom case with lots of sound proofing and quiet fans
Motherboard - Asus P8Z77-V Pro
CPU - A fast Intel i7

I need an all in one unit with a single 120mm fan and radiator that runs as quietly as possible. I am not worried about how much it costs, I just want it to be quiet and reliable.

What do you guys recommend - please
