Paper walls or paint ceiling first?

Yes it's a dumb question but the results Google offers are even dumber.

I know the carpet should be fitted last but do you paint the ceiling or paper the walls first?

Rollers can spray a fine mist of paint so you want to get any roller work out the way first. Also when you put wallpaper up you want top and bottom already painted, so that you don't get paint on the wallpaper. So you paint the ceiling , then the skirting and door frames and so on, then put the wallpaper up. Personally I trim the wallpaper in place using a very sharp knife.

Paste the wall stuff as well if you can get it in the style you want, really makes it easy and fast. Just cut rough length stick it out, push in edges and trim with knife.
