Maximus hero XI and 8086k speedstep problem

Hello i have big problem with my cpu and mb after format speedstep works good and drop clocks now after some restarts drop only voltage but clock sitll stay on max i set power plan to cpu minimum 5% and maximum 100% but still no change anyone know what hapoend ? Ps.sorry for my english ..

Power plan to performance in bios and in windows if in windows 10 as this effects cpu .
