Want something irritatingly noisy? The Slingshot Flying Screaming Monkey is a great noisy toy to give any child.
How's your brother with cleaning? You could get something that contains lots and lots of glitter, it'll get everywhere and your brother will spend the rest of his life finding glitter on things.
If your brother isn't too bothered by noise, a giant stuffed animal or a collection of them if you can find some good cheap ones... finding somewhere to store those things can be a total nuisance.
