Electric water pipe?

recently moved in to our new house.
Looking under kitchen sink, this is the water pipe that connects to the dishwasher.
Can anyone tell me what this connector is and why it has an oily residue coming from it (the big grey block)?

Could it be for preheating the water? Are you in a hard water area?

Could it be some sort of ultrasonic transmitter to break down the hard water to prevent scaling in the dishwasher?

Im not sure, the wording is a bit odd, but I read it as if its not active its by default off, so a bit like a tap itself.
So when dishwasher is on its open and when turned off its off, so you cant get a water leak.

Seems a bit unnecessary but seems to be fitted to german models so maybe its a local requirement for their machines.

Am pretty sure my bosch dishwasher has one of these, And I think it meant to be something to do with it anti-leak system
