Is a 700w PSU enough to run a ryzen 7 with an rx 5700 xt?

So i am planning to build my own new gaming pc but i am not sure if a 700w PSU is enough to run a ryzen 7 with an rx 5700 xt. Does someone now that? I heard that the Seasonic core gold GM should do the work but i am not quite sure.

My full specs:
Ryzen 7 2700x
Gigabite rx 5700 xt
Msi B450 gaming plus max
G.Skill Ripjaws 16gb 3600 mhz
Sharkoon tg4
m.2 samsung 500gb ssd
WD blue 3,5 inch 1 TB hdd

My budget is around 1000 or 1100 euro

Gaming can't load that CPU to full TDP so 650W would be fine. (there's no 700W Core GM)
Anyway for gaming Ryzen 3600 is better.
That 2018's Zen+ architecture simply lags behind in single core performance.

And just forget those Samsung's brand overpriced SSDs.

Thx for the supp. Its a great forum with great people too. I want too edit video's and record my game. So the ryzen 7 is in my opintion a good choice. But thanks anyway! :)
