What is the legaility of rebuidling a 'scrapped' car?

Just buy the parts (front/rear suspension, wheels) and say they were from the original car? They're highly unlikely to check, and if they're bought with cash there's no way of the DVLA finding out.

Does the old scrappie exist?
I would request a replacement V5 from DVLA first. Minor risk if he does exist it somehow triggers a request to him, highky unlikely.

Minor issue I see here is address, how out of date is it etc. You dont want them charging you for failure to update records (minor risk)

If you can get the V5 from DVLA then your fine.

Your not ringing, thats giving a stolen vehicle a new identity to mask what it is. Your doing a full resto using some original parts. Once the resto is complete you can of course change those parts again. (IE flip them back to your kit car)

Are you planning to keep or sell though. Selling may be hard with no history, you probably want to run it for a few years then do so. Get a few MOts etc and you should be good

Given that what remained of the vehicle went to the scrapper, I doubt he still has 2 of the bits from the list above. :)

It sounds like he's planning on "undoing" the kit car build, which will include the engine and transmission from the list, so he should be good to go? :)

its not up to dvla to prove anything when you register it they will expect you to prove it, there inspectors will crawl over every major component from the shell to the back axle looking for numbers if they don't find the evidence you may lose the vehicle or at best gain the old q plate designation.
at worse you sell the document or vehicle , someone buys it in good faith and then somewhere along the line the vehicle gets stopped and checked. they don't like what they find and send it for a full inspection and then a whole can of worms is opened.

in the old days i used to do a lot of rebuilds reshells, q plating etc and the onus is always on you to prove everything, it can take months and years of going back and forwards , if you get your ducks all lined up it can be easy but on the info you gave i very much doubt it .

under the old system you had to gain points per original item, and bodyshell was important, using anything other than a brand new shell with official paperwork was automatic q plate .

A rebuilt vehicle can keep its original registration number if you can prove you’ve used:

  • the original unmodified chassis or bodyshell (car or light van)
  • a new chassis or monocoque bodyshell of the same specification as the original (car or light van)
  • the original unmodified frame (motorbike)
  • a new frame of the same specification as the original (motorbike)

on a footnote ive seen people in tears after sinking pots of money into projects and then had them taken away , because they thought they could get away with using used shells or documents 15 to 20 years ago this was big business , i was recovering vehicles from all over the midlands under contract (mainly ford, escorts, cosworths fiestas etc ) and most would be crushed.

if you bought a brand new shell to go with the parts you have you may have a chance but when you applied for a document i would expect you to get a visit from the police before one would be issued and if it seemed like it was ok they may let you carry on under the proviso that the vehicle requires a full ministry inspection before a document is issued, personally i would be surprised.

In 1987 MK1 escorts we're driven by students with no money. The lucky ones were turned into kit cars. My first car was a kit based on escort and cortina bits!
