VM - No upload speed

I've had problems (as all my neighbours) with VM BB for a few weeks now. Although the download speed is great, the upload is less than .02 and it causing great problems for my lad who's working from home. I've had all the promises from VM CS that it's being dealt with , there is no progress. It's as though upload speed is not of any importance to them as it affects very few.
Is there anything I can do to improve things my end ie. settings etc.
I'm desperate please help as he's unable to work.

I'm having issues from early this morning. First of all my public IP has changed. I'm on the 350/35 plan, but only getting 16/0.2

I'll be phoning them up in the morning it this carries on..

I was having that issue last night, resolved itself by this morning.
