I'd also try immersing heads in vinegar to strip the rust...
i'd go primer+enamel ... my success with hammerite (even old formula) is poor , needing re-work on bicycles i've used it on.

A bench grinder with a wire wheel attachment is the best way. You'd be there for hours with a wire brush. You could paint over them but without cleaning up first the paint will flake off.

Perhaps look into some plastic caps.

They will be rusty again in a week without some sort of post treatment, you'll be far better off getting new ones, keep your existing locking wheel nuts, or do away with them if there std OEM wheels, does anyone really nick alloys in this day and age?! i suspect the tires are more valuable looking at my last bill :D
