What would cause a blinking charge led?

Charging led blinks and there's no picture on screen and phone vibrates every few seconds?

Could be a million and one things depending on the phone.

Which phone is it?

Probably not getting enough charge, trying to turn on and then just turning straight back off though.

Xiaomi note 8. Yep I'm thinking a charging problem, maybe replace the circuit charging board?
