Over clock TDP is notoriously difficult as each chip has different potential for overclock. Some needing more bolts than others. Lastly each person can decide how they overclock their CPU. Some do mild others use LiN2 so crank massive volts and current through. so AMD & intel can never put that OC TDP on the package.

I think AMD’s TDP is their design limit for stock settings including PBO. Where intel TDP is their nominal (non boost) output so when the CPU boosts it can draw a lot more than what's on intel's packaging So in all sense AMD is accurate given you don’t operate outside the stock settings. TDP is also an estimate due to chip to chip variation.

Someone else probably can explain the crux of it a bit better as well.

Why is it that the true tdp is not stated on Cpu's ?
How come they havnt been taken to account for not staitng the max boost tdp.
Surely it's misleading.
Because the majority of people that care already know how the TDP game works.
There are so many different boost levels depending on the number of cores loaded, temps, wattages, time spans, instruction type (AVX etc) etc that having one max TDP that covers all those bases is not ideal.
For Intel it would be so embarrassingly high which is why they rate at the base clock for all cores.
