gfx update to run 4k desktop and video

Not been keeping my pc up to date for some time, but have now moved my monitor up to a 32 4k screen.
so am looking to run my new screen smoothly and hassle free.

Usage requirements
  1. desktop work
  2. video
  3. no gaming
  4. Would like to spend as little as possible.
Present specs
Screen - Dell S3221QS
Mainboard has onboard graphics (GA-Z87-D3HP) but only runs at 24hz for 4096 x 2160.
CPU i5 4690K
16gb DDR3

Shortlist?

Used GTX 1050 or 1060

New 1650 super or similar

perhaps the above are overkill?

how would a used RX570 card stack up? seems more powerful and pretty decent value for money?

If you're only using for the above - same result 4K @ 60Hz using HDMI 2.0 as the 1030 - but more money.

But if you have any doubt about usage - then up the card spec.
