What’s the point of OC the 3080 if pretty much all games crash

no point oc a 3xxx card .. it's already pushed to the max .. if you stick a water block on it you may get an extra 200mhz .. it's to hot and to much power ..
maybe when it goes 7nm you might get more ..

I had it set at 220Mhz on PX1 ill lower it and try keep it under 2100mhz.

That's likely your issue.

Nvidia are pushing these cards hard out the box. Hence the crazy power requirements and low overclockimg headroom.

I’ve been playing around with the boost settings on the precision X1 I’m finding that in time spy I can push my card to around 1950mhz with no issues , but when I try these settings on games like RDR2 or MSFSim2020 as soon as the card boosts itself over 2100mhz I get a system crash

Simple. Dont overclock it lol

The best you can do is under volt it via custom boost curve.
That will lower power draw and temps a little and make the top end of the frequency curve more consistent.

Well I have come across another issue with my card now ! it does not idle down the clock speed its stuck at 1710mhz on desktop with a 60c Heat reading non stop...... Any idea how to fix this ? looks like a driver issue from looking online its seem to be a problem.
