Budget New Build vs Older Refurb?

One of the PC's at work is a Dell Optiplex with a Core i5 4670S, 24GB Ram and a SATA SSD.

It is becoming excrutiatingly slow especially as we have a few photoshop files we need to open on this particular PC that has a very high number of layers. When these particular photoshop files are open, Photoshop becomes very unresponsive - sometimes taking a minute or longer to react to clicks, and while task manager says Photoshop is only using 12GB of memory, we have noticed that on opening these files, Photoshop creates several 64GB temporary files which quickly fill up the hard drive.

Anyway, I feel I have upgraded this particular PC as far as I realistically can, so I'm now looking to replace it, however, I don't have a vast amount of spare cash and so want to keep below £600 if possible.

So, I wondered if you good people could recommend a spec that would handle the above, or do I need to increase my budget?

My other option is to buy a refurbished Dell (something a couple of years old perhaps with an 8th gen Core i5/i7). Would that be a better option?

I know in Adobe Audition you can set a separate disk as a temp file location

Could you do the same and add an additional SSD to this PC?

Then also if that doesn't work, you could use said SSD to put in a new PC

I think you really need to ask the photoshop community to precisely define what the problem is or you could be wasting a lot of money.
