My understanding is coil whine has nothing to do with PSU, its purely down to type of coils and amount of current going through them on the GPU isint it?
I have seen people that change PSU that either the whine is not as bad, or it disappears. You are correct that it can be the GPU and its not the PSU at all.
Indeed, the more you stress the card, the more coil whine. However with the setup I have, I imagine my PSU is at its limits. I've a lot going on, heavily OC'd 9900k, full custom watercooling loop. 7 120mm fans, pump, etc etc.
I don't think it will hurt to try. Some coil whine is fine, but this is insane.
