I need a program/subscription service that lets me control windows 10 usage hours, preferably from another PC in another location I also need the service to be able to block websites in a family friendly manner and it needs to function in the administrator level account.

I know it's a lot to ask but does anybody know any service I can subscribe to or program I can purchase that can do these things?

Untangle might be an option for you if you have a spare PC around. You would only be able to control hours per user access to internet though. Or run it in a VM like I do. With home package you get very powerful web filter included. Basically its a firewall package that can run in bridge mode (meaning in line as in router> Untangle> Lan or after your own router then to Lan computers) or router mode.

I initially dismissed your suggestion because I needed the time limits to be imposed on an account that actually has admin priviliges but a quick google search suggests I may be able to do this via command prompt in admin mode. I will try tomorrow
