Definitely - 16gb is fine if you're disciplined and only have 1 or 2 photos open at a time. If you're lazy like me and leave your raw editor running and dip in and out of nik or alien skin too, 32gb is a must.

the pc i am currently using is a Dell XPS 420(sig), i had upgraded it to 8gb ram and added a gt 610 2gb and apparently according to the adobe PS detection app my computer fails the minimum via the gpu which has an upgrade suggestion of the gt 710 which i do own and packed away, but that doesnt mean how well it will run.
that being said i had briefly done a computer design course before and the computers the collage used were weaker than my laptop(sig) as such in the form of a 1150 or 1151 dual core i5 and a gtx 1050 with 8gb ram. computer design and photoshop are not really too different in the hardware requirement and demanding workflow part, so i would say upgrade you ram to 8gb although your board should support 16gb which will be even better. maybe a better core2quad if one can be found and cheap enough before forking our for a whole new system just in case it will manage better than its current state.
