We have a single skinned garden wall that is our boundary wall. Not an expert here so not sure what the technical term is for the top row but I'll try and explain. There is a row of bricks sat on what like like 2 tiles with mortar between them. Several of these bricks are now loose so we'd like to have it looked at to see if it's repairable. Do I need to be looking for a structural engineer or a builder to have a look?

No, you should be ok with just a bricky, structural engineers are only required for load bearing walls. A wall outside in the garden poses virtually no risk if it fell.
Should have said, the other side of the wall is a shared path that runs around the houses (we are end terrace) so if it fell it could injure someone.

We are south facing so hoping it's just the sun that's dried the mortar out. A couple of years ago a wall of a neighbours house at the end of our close fell and they put it back themselves. It looks awful but it's still standing!

As said it's not a load bearing or retaining wall so you don't need a structural engineer. Anyone who calls themselves a builder should be able to carry out that repair to a good standard!
