100%... With consoles they have set hardware so devs can optimise for that set hardware, with pcs there are tonnes of different bits of hardware combos to work with

Yeah 100% agree. Especially when you up the resolution, some settings just eat the GPU power and do nothing.

I mean at 1440p anti aliasing, I turn on maybe low, or maybe one setting up, everything past that just reduced FPS with no visual improvement. But there are many other examples of this.
