Recommend me a broadband package - £30 per month

I'm looking to leave my current provider because I need to receive bills montly in order to claim expenses. Here is what i'm after.

At least 4mbit download, will go for 2mbit at a push
Able to receive a bill every month
ADSL preferable because I already have all the equipment
No download limit
No phone line charges, already have phone line
Good, reliable service
3/6 or monthly contracts, prefer not to be locked in for a year

there are plenty of LLU companys out there that will give you 4mb+ for £30 a month but i expect they will be capped, i know of a business ISP that will give you 2mbps uncapped with a 3 month contract

For >2Mbps ADSL, you're going to be tied to LLU providers, so Bulldog, Easynet/UKOnline, Be and Homechoice.
