Why do my fans connected to the DFI stop and start when they feel like it?

Well it's probably best suited in motherboards but it's kind of a universal issue. On my DFI NF4 UT Motherboad I have the CPU HSF and Exhuast fan connected via the three pin plug. In BIOS i've programmed to:
Start > 26 Degrees
Stop < 25 Degrees

However I don't seem to have much option. All I want to do is keep my CPU fan and my Exhaust fan on all the time without it spinning on and off. Is there a way to do this?

turn to always on or a powerstate 'always on' or tell them to stop at a really low temp like 3 degrees, which obviously would never happen, therefore it will always b on

Yeh the lowest option I can get to is:
Stop < 25
Start > 25
