Downloading content from CS:S servers

How do I stop this? I've tried setting "cl_download 0" and that does nothing. It's getting beyond a joke now. Every CS:S server I go on to starts downloading huge amounts of total CRAP. I just don't want it and half of the time I feel sorry for people with lower end systems as I bet this totally screws up their in-game performance up.

Added in an earlier Steam update to stop downloads from servers.
