Near Silent cooling on air

I currently have a 3 year old computer, which was very nice when I bought it but obviously now it is a bit out of date and it struggles to run Photoshop and I don't even mention games to the 9800Pro.

All I have on the 2.4Ghz P4 Chip (running at 3.2ghz) is a massive Thermalright heatsink that cost about £50 from OCUK and a 12db Papst fan. Anyhow - I like the fact it doesn't make much noise.

So what CPU and heatsink can I include on my new system to run with the same fan?
