PC not booting

the pc in question doesnt have a speaker

so no bios beeps

however the fan on the graphics card isnt spinning. ive swapped it with my spare that i know works and that isnt spinning at all.

theres no video signal either.

suggestions ?

I think you need to supply a tiny bit more information on what you have got MRLOL or is it all in your name?
