15s definitely best for this imho.

You shouldn't really need to worry about lowering, but still might look a little high. Rubbing won't be an issue with 15s, plus many Clio owners who put 17s etc on 1.4s really noticed the drop in acceleration so on a 106 with a little engine it might not be the best idea :)

Go for a light weight set of 15s imho :)

Dam I just got back from driving with the 15" on and it does feel slower (not that it was ever fast :D) , I hope your doing something to the performance at the same time or its just a cruising car.
Plus theirs more sway in the handling, can definetly feel the extra lateral force in action, at least I can upgrade my brakes bigger now :)
