Windows Security Center

OK i cant do anything with my network such as network setup wizzard, I have narrowed it down and found out i cant access windows firewall as it gives me this error :

And when i load up the secuirty center it tells me that the service has not started:

So how do i go about turning it on etc? im stumped 8o

start--control panel--administrative tools--services--scroll down to "security centre" select automatic and apply, then "start" it As stated in your other post

I have had a look at this and there is no security center in the list I think a virus has come onto my brothers system and wiped it out, is this possible? I have run a virus scan and it pulled up a few things so got rid of them and still having no luck
