Native Command Queueing is only one of the features that are in the SATAII specification but a hard drive manufacturer does not need to include all of them to be able to call their hard drives SATAII. smid's sticky in the hard drive forum may have a list of what features each manufacturer includes with their drives.

Maxtor do support NCQ but you are unlikely to be recommended them by most people, I think they are ok though. Seagates do, Hitachi do, WD appear to be as obstructive as possible in listing features but some of the higher capacity drives do, Samsung do as well so that means all the major hard drives you can buy support NCQ. And on OcUKs website every drive has a seek time that I could see.
