cooling a stock 3500+

I have a AMD 643500+ 939 running at stock and it's hitting 54C at idle. now i must admit i don't have much cooling in my case.

My specs are

stock CPU HS/F
Asus A8N SLI Premium
old Tagan 4x0W PSU, it doesn't have a fan on bottom
a cheiftec dragon case with a single fan on the HD's

so what i'm looking for

a) Can i improve my cooling somehow, which HSF solution should i look at,
b) Should i buy a new case
c) my case only takes 80mm fans, should i get more?
d) should i upgrade my PSU

All depends on how much you want to spend. If you just want to bring CPU temps down and keep it cheap then I'd go for the Arctic Freezer 64. If you're gonna be overclocking then go for the Scythe Ninja Plus. Obviously if you've got the cash then go for water cooling.
As for cooling the case, well if I remember rightly, you can fit 2 80mm extraction fans at the back on that case. Go for the Ultra Quiet Akasa's if you're gonna add more fans though.
